It is possible to reduce the processing ability and storage capacity required for rapid feed and rewind reproduction of moving picture data distributed via a network, perform rapid feed and rewind reproduction at a constant interval not depending on an independent frame, and realize the operation feeling not different between the rapid feed and the rewind. The moving picture to be displayed is selected from the normal decode result of the moving picture data, the down-decode result of the moving picture data, and the decode result of the moving picture data created by down-encoding in advance, according to the reproduction mode of the moving picture.
