A webbing winding device (10) enabling the reduction of the amount of webbin g pulled out after a pre-tensioner mechanism is operated, wherein a lock pawl (78) is brought into a non-engageable state where the lock pawl cannot be engaged with a lock gear (26). When the pre-tensioner mechanism (34) is operated to rotate a clutch plate (42) in a winding direction, a lock stoppe r (86) is rotated together with the clutch plate (42) to release the engagemen t thereof with the lock pawl (78). Accordingly, the lock pawl (78) is rotated by a compression coiled spring (70) to bring the lock pawl in an engageable state. Immediately after a rotating force in a pull-out direction is imparte d to the lock gear (26) by a load from an occupant after the operation of the pre-tensioner mechanism (34), the lock pawl (78) is engaged with the lock ge ar (26) to stop the pull-out of the webbing (20). As a result, the amount of th e webbing (20) to be pulled out can be reduced.
