PROBLEM TO BE SOLVED: To provide a harbor surveillance system by which the existence of a vessel sailing in the shadow of an adjacent vessel can be surely detected even when a plurality of vessels adjacently sail. SOLUTION: The harbor surveillance system is provided with a surface radar for detecting a target under way in a harbor or in a surrounding sea area; a main camera with a zoom function which is arranged adjacently to the surface radar and photographs the target detected by the surface radar so as to include it within the visual field; a plurality of sub-cameras with a zoom function which have a directivity direction different from the main camera, are separately arranged, and photograph the vessels under way in waters far from the target detected by the surface radar so as to include them within the visual field; and a display unit which screen-displays photographed images of the respective cameras on the basis of the photographed images and visual angles of the respective cameras, and displays visual angle ranges of the respective cameras respectively corresponding to the photographed images by overlapping them with a map image.
