PROBLEM TO BE SOLVED: To search a route capable of avoiding or passing an area assigned by a user as allowed as possible. SOLUTION: This navigation system sets the area difficult to be passed or the area (specified area) easy to be passed, sets a cost of a link within the area to a high side or low side compared with a usual cost, and searches the route to minimize the cost. The cost of the link is set to the high side (or low side) gradually in order of near distances from a specified point in the specified area, using a cost coefficient.
