PROBLEM TO BE SOLVED: To provide a hair cosmetic which modifies the hair essentially, improves the luster and collectability of the hair, is excellent in the sense of touch, and is of a type not requiring to be washed away. SOLUTION: The hair cosmetic of a type not requiring to be washed away contains (A) citric acid or its salt and (B) an organic solvent selected from the group consisting of an aromatic alcohol, an N-alkylpyrrolidone, an alkylene carbonate, polypropylene glycol, a lactone, and a cyclic ketone and having a ClogP of -2 to 3. When diluted with water up to 20 times by weight, the cosmetic exhibits, at 25°C, a pH of 2-5 and a buffer capability of 0.001 gram equivalent/L or higher but lower than 0.2 gram equivalent/L.
