PROBLEM TO BE SOLVED: To build up a moving picture processing apparatus for automatically creating a partial moving picture with a high pixel density from one moving picture and providing various image contents. SOLUTION: The moving picture processing apparatus creates a partial moving picture being a part of a moving picture from a partially designated region of the moving picture comprising a plurality of frame images is provided with: an object region recognition means for recognizing an image within the partially designated region for an object of creating the partial moving picture; an object analysis discrimination means for discriminating the property of the object image recognized resulting from analyzing the image within the region in a timing of designating the region; and a creating means for selecting a creating method of the partial moving picture stored in advance to create the partial moving picture.
