<P>PROBLEM TO BE SOLVED: To provide a device capable of producing emulsion with a sufficiently narrow particle size distribution, a filter capable of realizing such a device, and a manufacturing method therefor. <P>SOLUTION: This emulsion producing device has a cylindrical filter part which regulates a flow passage where 1st liquid flows; and 2nd liquid different from the 1st liquid is pressurized and passed through the filter part and the 2nd liquid pushed out to the flow passage is dispersed in the 1st liquid to produce emulsion.
