PROBLEM TO BE SOLVED: To provide a hydrostatic stress generator with boosted drainage cover, for reducing resistance in feedback of a turbo, and improving generating power when a flow force of a hydrodynamic generator is insufficient. SOLUTION: The electric drainage cover 102 is disposed around the outside of a turbo 103 of the hydrostatic stress generator. Arc-shaped guide vanes increasing positive pressure 111 or arc-shaped guide vane 112 increasing negative pressure is disposed to one or both of sides of a boosted drainage cover 102. The arc-shaped guide vane 111 for increasing the positive pressure provides pressure-increasing effect. The arc-shaped guide vane 112 for increasing the negative pressure reduces resistance of the feedback, flowing air current or liquid is guided by structure of the boosted drainage cover 102 to gradually compress the flowing air current or liquid to provide the pressure-increasing effect.
