PROBLEM TO BE SOLVED: To provide a method by which various troubles of the network are solved, the use of the network by a customers' system is made comfortable, the extension of the network can be attained at a proper time depending on the amount of change in a network utilization state, the utilizing state of application software is provided to the customer, and consulting is conducted to improve the network so that the customer can strategically use the network, and to provide the network improvement system. SOLUTION: The customer uses the consulting method to consult the network improvement system about the improvement of the network, and the system detects the bottleneck of resources such as an agent 11: a server 3; a switching hub 13; a router 14; and a network 15 configuring the customer's network system 1 by using a posting server 22; a VS poller 22; a service center computer 31; and a VS reporter 32. The increase in a band usage rate by the network 15, the increase in the usage rate of communication ports by the server 12, the increase in the entire amount of packets per the switching hub 13, and the increase in a CPU usage rate per the router 14 are detected, which are decided to be occurrence of the bottleneck.
