PROBLEM TO BE SOLVED: To solve the following problem: when using disk controllers as one large disk controller with a configuration wherein the disk controllers are connected to an interconnection network, performance required by a user is occasionally not exerted by a use situation of each resource. SOLUTION: When the plurality of disk controllers function as one large disk controller by the interconnection network, a processor is set as an independent resource. The use situation of each the resource is monitored, and it is rapidly optimized from distribution of the resource to allocation of each control task such that it fits the requirement of the user.
