A mobile communication system that allows a particular user to occupy and use a base station. A mobile communication system wherein each base station transmits a downstream signal including not only a base station identification number representative of the base station but also a particular-purpose identification signal indicating that the base station is directed to a particular purpose; the terminal has a memory (25) that holds a base station identification number list including accessible or non-accessible base stations associated with the respective particular-purpose identification signals; when a particular-purpose identification signal detected from a downstream signal is in ON state, the terminal determines whether a base station identification number in the received downstream signal is included in the base station identification number list stored in the memory; and the terminal communicates with the corresponding base station only when determining that it is accessible.
