PROBLEM TO BE SOLVED: To fix an image position of a moving photographic object to a prescribed position from a moving image wherein the moving photographic object is photographed to generate a target static image wherein a joint is inconspicuous. SOLUTION: An image acquisition part 102 captures and acquires a plurality of frame images continuing in time sequence. An image position calculation part 103 calculates a relative position of the plurality of frame images acquired by the image acquisition part 102. An image selection part 104 sets one prescribed frame image of the frame images acquired by the image acquisition part 102 as a reference frame image, and sequentially selects two frame images in order of the time series with it as a starting point. A difference image extraction part 105 extracts a difference image of the two frame images selected by the image selection part 104 on the basis of the relative position calculated by the image position calculation part 103. A static image generation part 106 generates the target static image by use of image data on the reference frame image and the difference image extracted by the difference image extraction part 105. As a result, the target static image can be generated by the reference frame image wherein the moving photographic object is photographed and the difference image wherein the moving photographic object is not photographed.
