APPARATUS, PROGRAM, AND SYSTEM FOR ESTIMATING NETWORK CONGESTION LOCATION

PROBLEM TO BE SOLVED: To provide an apparatus, program, and system for estimating a congestion location of a network in which path topology is unknown and/or the path topology dynamically changes without imposing a huge load on the network.

SOLUTION: A measurement server apparatus includes: a data collection means for collecting active measurement data measured between measurement terminals and including quality data of paths between the measurement terminals and a relay node list including relay nodes on the paths from each measurement terminal via the network; a storage means for storing the active measurement data and the relay node list; and a congestion location estimating means that divides the paths into intervals on the basis of a plurality of the relay node lists collected from each measurement terminal, and estimates the congestion location on the basis of the quality data of each interval obtained from the plurality of active measurement data collected from each measurement terminal.
