<p><P>PROBLEM TO BE SOLVED: To impart a desired chirp quantity to an optical waveguide device for example by enabling the optical waveguide device, in which the optical waveguide is formed, to control the product (Vπ×L) of a drive voltage Vπof the optical waveguide and the length L of an electrode. <P>SOLUTION: The optical waveguide device 1 is equipped with a substrate 2 made of an optical material and the optical waveguide 3 forme din the substrate 2.
