PROBLEM TO BE SOLVED: To provide a treatment apparatus which can carry out treatments comprising not only mixing and dry treatment, but also compounding (fusing), surface reforming, smoothing, and shape controlling (conglobating) or the like, by utilizing the advantages of a rotary blade-type apparatus so as to provide unconventionally strong power to a substance to be treated, and a powder treatment method using the treatment apparatus. SOLUTION: The treatment apparatus is provided with a rotary shaft 2 with two or more agitation members 3 installed to the circumference section, and a casing 1 having the inner circumference section located apart from the agitation members 3 at a minute interval. When viewed from the direction orthogonal to the axial direction of the rotary shaft 2, the end position of each of the agitation members 3 in the direction parallel to the axial direction of the rotary shaft 2 is located inside of the other adjacent agitation members 3 rather than at the end position of the other agitation members 3. The inner circumference diameter of the casing 1 is made to be twofold the outer circumference diameter of the rotary shaft 2 or smaller. The powder treatment method comprises the precision mixing treatment of the powder, the fusing treatment, the surface reforming treatment, the smoothing treatment, and the shape controlling treatment or the like.
