PROBLEM TO BE SOLVED: To freely set the thermal capacity of a water container and to secure the same thermal efficiency as the conventional air-conditioning structure using the water container. SOLUTION: An underfloor space 7 is formed at a lower part of a floor part 6 of a house, and the water container 1 disposed at the upper part of a heat insulating material 8 does not come in close contact with the floor part 6 to form a heat transfer space 7a between them. Water in the water container 1 is heated by a heat source such as an electric heater EH. Convection S1 is generated in the heat transfer space 7a by the heat of the water W to transfer heat to the floor part 6, and the heat is transferred as convection S2 to an indoor space 5 from the floor part 6. Further, heat radiation R1 is generated from the water container 1, and the floor part 6 is warmed also by this heat radiation R1, which results in heat radiation R2 to warm the indoor space 5. The same heat transfer efficiency as the conventional structure with the water container brought into close contact with the floor part is achieved by the convection and heat radiation.
