PROBLEM TO BE SOLVED: To provide a method for manufacturing a heat developable photosensitive material having excellent coating property and low haze, and also to provide a heat developable photosensitive material by the above method. SOLUTION: The method for manufacturing a heat developable photosensitive material having an image forming layer containing at least a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent and a binder on at least one surface of a supporting body is characterized in that (1) the non-photosensitive organic silver salt is dispersed in polyvinyl alcohol having an average polymerization degree≤1,500, and (2) a pH of the coating liquid for the image forming layer is 4 to 8.2.
