PROBLEM TO BE SOLVED: To provide a surface treated steel sheet having excellent adhesiveness between itself and an adhesive used for an adhesive tape etc. SOLUTION: A zinc-based complex compound layer having a coating weight of 0.1 to 10 g/m<SP>2</SP>and a Zn content within the range from 5 to 80mass% is formed on a zinc-based plating layer of the zinc-based plated steel sheet by subjecting the above steel sheet to an anodic treatment.
