PROBLEM TO BE SOLVED: To provide a transparent electrode substrate with good light transparency which is advantageously used for manufacturing an organic electroluminescent element. SOLUTION: On a surface of the transparent substrate, a transparent low refractive index layer in which a refractive index is lower than that in the substrate, a transparent high refractive index layer in which the refractive index is higher than that in the low refractive index layer, the transparent electrode layer are laminated in this order and in the transparent electrode substrate, a surface of the low refractive index layer to the side of the high refractive index layer is made rough.
