<P>PROBLEM TO BE SOLVED: To strike a balance between high performance of a development pole and reduction of manufacture cost and to prevent the occurrence of secondary fault such as deformation. <P>SOLUTION: In a magnet roll, a plurality of magnet pieces divided in a circumferential direction are arranged around a shaft and are integrated. At least one magnet piece, the magnet piece becoming the development pole (main pole), for example, includes a resin material and magnet powder. The other magnet piece includes a rubber material and magnet powder.
