<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus which can perform fixing, without the occurrence of an offset, even in a trickle development system, and to provide an image forming method. <P>SOLUTION: In the image forming apparatus (image forming method) of an electrophotographic system, a developing means is provided with a developer recovering mechanism for properly replenishing the developer for replenishment containing toner and a carrier into a developing unit, in which the developer containing the toner and the carrier is housed and for recovering the excessive developer which has become excess from the inside of the developing unit. A fixing means is arranged by facing two fixing rollers, and fix the recording medium to which a toner image is transferred, by passing the recording medium between both rollers.
