<P>PROBLEM TO BE SOLVED: To provide a betting system in which a betting ticket can be purchased in a cashless manner, betting tickets can not be purchased more than a budget and further, it can be easily judged whether or not a betting ticket wins. <P>SOLUTION: If predetermined operation is performed by putting a member's card 4 into a purchase terminal 1b, the desired number of betting tickets are issued from the purchase terminal 1b. At such a time, the purchase terminal 1n reads an ID number from the member's card 4, and the ID number and an amount of purchasing betting tickets are transmitted to a bank terminal 2b by a leased line 3. The bank terminal 2b transfers the purchase amount from a dedicated account 2a corresponding to the ID number. Furthermore, the member's card 4 includes an electronic money function, so that betting tickets can also be purchased by electronic money. Moreover, the member's card 4 holds betting data and if the member's card 4 is put into a refund terminal 1c, the betting data recorded on the member's card 4 are simultaneously read.
