<p><P>PROBLEM TO BE SOLVED: To provide a video encoding device capable of performing encoding more efficiently with no visual deficiency. <P>SOLUTION: A reference image generating part 131 generates reference images in a plurality of predictive modes. An error evaluation value calculating part 132 extracts a predictive block from an inputted reference image for each predictive mode and calculates an error evaluation value while obtaining finite difference from an input image.
