PROBLEM TO BE SOLVED: To provide a method for measuring discharge energy in powder that can accurately measure the degree of disk of firing in a flammable substance in advance, and to provide a method for evaluating safety when throwing powder that can safely and reliably perform work. SOLUTION: In the method for measuring discharge energy in powder, an apparatus for measuring discharge energy in powder, having a powder throwing means, a surface potential measuring means, and a Faraday cage, is used, simulation is made under prescribed conditions, the surface potential (V) and the amount of electrification (Q) of powder are measured, discharge energy (E) of powder when throwing powder is obtained from the next expression E=(1/2)×(VQ). Simulation for actually throwing powder is performed by the method for measuring discharge energy in powder for setting so that the discharge energy of powder becomes smaller than the minimum ignition energy of a flammable substance in the safety evaluation method when throwing powder.
