<p><P>PROBLEM TO BE SOLVED: To cool cooling water in a cooling circuit by circulating refrigerant in a refrigerating cycle device 11 even when a compressor 13 is stopped. <P>SOLUTION: Even when the compressor 13 is stopped, a vehicle room air conditioning heat exchanger 21 evaporates the refrigerant with the cooling of the cooling water. The evaporated refrigerator passes through a check valve 16, rises up and flows to the side of a condenser 14 with natural convection. The condenser 14 radiates heat from the refrigerant discharged from the check valve 16 to the outside of a vehicle room to condense the refrigerant which then drops down with natural convection. An expansion valve 15 depressurizes the refrigerant condensed by the condenser 14. The depressurized refrigerant is returned to a water-refrigerant heat exchanger 17.
