PROBLEM TO BE SOLVED: To provide an apparatus for machining minute recesses, which can drastically improve the machining accuracy of the minute recesses by suppressing the occurrence of bending when the minute recesses are formed on the outer peripheral surface of a cylindrical member, particularly when the minute recesses are formed on the outer peripheral surface of a long cylindrical member or a thin wall hollow cylindrical member, and a method for using it. SOLUTION: The apparatus for machining minute recesses has a working roller 3 having minute undulations 3b on its outer peripheral surface 3a, and forms minute recesses by pressing the outer peripheral surface 3a of the working roller 3 against the outer peripheral surface Wa of the cylindrical member W. A pushing force applying mechanism 10 for applying a pushing force to the cylindrical member W is provided on the opposite side of the contact portion of the cylindrical element W with the working roller 3 across the rotational axis WL of the cylindrical element W.
