PROBLEM TO BE SOLVED: To provide a mobile communication system, a mobile station apparatus, a base station apparatus, and a transmission rate controlling method for reducing a situation under which a decoding is not achieved in the base station apparatus or the like. SOLUTION: The mobile station apparatus 1 includes a storage portion and a rate controlling portion 42 in the mobile communication system by a code division multiple access system including the base station apparatus 2 and the mobile station apparatus 1. The storage portion stores the transmission rate of the mobile station apparatus 1. The rate controlling portion 42 deteriorates the transmission rate of the the mobile station apparatus 1 lower than the stored transmission rate and restores the transmission rate of the mobile station apparatus 1 to the stored transmission rate after a prescribed time passes when the transmission rate of the mobile station apparatus 1 is deteriorated lower than the stored transmission rate.
