PROBLEM TO BE SOLVED: To share information between information processors, using an information synchronizing device whose storage capacity is small. SOLUTION: This information processor (PC)2 divides contents into a plurality of divisions at quality changing points (#A, B) and defines the bit rate of the predetermined division as a normal bit rate (128kbps), and gradually decreases the bit rates of the other visions in order to prepare and transmit common data to an information synchronizing device 1. This information processor (PC)2 changes the division of the highest bit rate and transmits the contents several times. An information processor(on-vehicle) 3 compares the received common data with newly received common data and updates the frame of the lower bit rate to the frame of the higher bit rate.
