PROBLEM TO BE SOLVED: To provide an earthquake disaster prevention system and an earthquake disaster prevention communication method that enable quick information communication in an earthquake by effectively using modems or receivers with fewer lines or channels to many earthquake remote-monitoring devices while reducing communication costs and equipment costs by using, for example, general telephone lines. SOLUTION: Each of the earthquake remote-monitoring devices 30, if failing to ensure a communication state by a single call to one of the modems 60, succeedingly tries a call to a call-untried modem or receiver different from the modem 60 with which the call has failed to ensure a communication state.
