PROBLEM TO BE SOLVED: To provide a normal temperature curing one-pack type water-based polyurethane composition having excellent printing suitability, and water/solvent resistance, also having good adhesiveness to the surface of a plastic film, and exhibiting excellent properties as a binder for various kinds of coating agents such as an adhesive, a coating material and a printing ink. SOLUTION: The normal temperature curing one-pack type water-based polyurethane composition contains (A) a water-based polyurethane obtained by polymerizing (a) an organic polyisocyanate, (b) a polyester polyol having at least two active hydrogen groups reactive with an NCO group, and (c) an active hydrogen group-containing compound having a ketonic carbonyl group and at least two active hydrogen groups reactive with the NCO group, and having at least two ketonic carbonyl groups on the side chain, and (B) a hydrazide compound having at least two hydrazino groups. The content of the hydrazino group of the hydrazide compound (B) is regulated so as to be≥0.1 and≤3.0 mol based on 1 mol of the ketonic carbonyl group of the active hydrogen group-containing compound (c).
