A device for paying out and rewinding an elongate flexible member comprises an elongate flexible member 14 passing around at least a part of at least one tensioning device 16 so as to apply a biasing tension urging the retraction of the elongate flexible member into the device. The tensioning device may be a pulley or roller or may be a rod or bar and may be movable linearly or in an arc and may be biased by a weight 26 or by a resilient material. The elongate flexible member may be a length of webbing, a rope or a rope-like material, an electrical cable or a hose. The device for paying out and rewinding an elongate flexible member is especially suited for use as a retractable barrier.
