The device has a thermodynamic machine constituted of a tight and closed circuit in which a freezing agent circulates at a liquid or gaseous state according to units such as evaporator, compressor or condenser that the agent will traverse. The circuit consists to increase temperature of basement. The recovery of heat in the circuit is made by radiation of infrared waves from surrounding atmosphere.
