PROBLEM TO BE SOLVED: To provide a urea-containing composition capable of developing a urea-containing cosmetic, quasi drag, pharmaceutical, etc., satisfying required functions, such as extremely high skin moisture-retaining ability (moisturizing effect), an excellent chapped skin-improving effect, an excellent effect of preventing the skin from drying, and a good feeling when used because of scarcely having a sticky feeling, and therefore capable of being applied to a wide range of fields. SOLUTION: This urea-containing composition has a weight ratio of the urea to a polyhydric alcohol in the range of 20:80 to 80:20 and contains the urea and the polyhydric alcohol in an amount of 1-35% in total based on a total amount of the composition, wherein the polyhydric alcohol has a refractive index of≥1.47 at 20°C and the number of hydroxy groups of≥4.
