PROBLEM TO BE SOLVED: To provide a sheet feeder and an image forming apparatus, avoiding the occurrence of a sheet jam without any increase in cost even if the storing position of an upper paper feed cassette is shifted. SOLUTION: A sheet storing part 2A storing sheets S and two or more sheet storing means 2, 3 having a sheet transport path 19 vertically penetrating on the side of the sheet storing part 2A are stored vertically in a stack so that a sheet S from the lower sheet storing means 3 is passed through the sheet transport path 19 of the upper sheet storing means 2 to be transported to an image forming part 13. When the upper sheet storing means 2 is completely mounted in the apparatus body, a sheet S of the lower sheet storing means 3 transported by sheet transport means 6, 7 and abutted on the base of the upper sheet storing means 2 is moved along the base of the upper sheet storing means 2.
