Processes and apparatus for manufacturing a metal oxide product and byproduct hydrogen in which sacrificial electrodes are covered by water in a reaction zone and an electrical potential is applied across the electrodes to form an electrical discharge plasma zone between the electrodes causing formation of the metal oxide and hydrogen at the plasma zone. A mixture of water and the metal oxide product and byproduct hydrogen are withdrawn from the reaction zone.
