<P>PROBLEM TO BE SOLVED: To provide a hybrid system in which electric double layer capacitors are employed as power storage units in addition to a battery, where torque assist performance by a motor and power regeneration performance by a generator are enhanced by using these capacitor power storage units and the battery depending on the traveling conditions or working conditions, and long time torque assist by the motor can be ensured. <P>SOLUTION: When the quantity of power stored in a capacitor power storage unit 21 exceeds a specified level, a first change-over switch 30a is turned on while a second change-over switch 30b is turned off and the capacitor power storage unit 21 stores power generated from a motor/generator 11 and supplies power to the motor/generator 11.
