PROBLEM TO BE SOLVED: To adequately manage each commercial vehicle in response to an operation condition of the commercial vehicle by managing presence information of the commercial vehicle by a presence server. SOLUTION: The system includes an SIP terminal 22 arranged on the commercial vehicle for inputting the presence information of the commercial vehicle, an SIP server 12 for communicating with the SIP terminal 22, and the presence server 13 connected to the SIP server 12. The presence server 13 manages the presence information of the commercial vehicle, and transmits a vehicle allocation instruction to the SIP terminal 22 of the commercial vehicle selected on the basis of the presence information.
