PROBLEM TO BE SOLVED: To provide an on-off valve device and a faucet device equipped with the on-off valve device capable of preventing the waste of tap water by preventing mishandling performed by a user. SOLUTION: This on-off valve device 20 capable of changing a water stop state and a discharge state and adjusting discharge flow has a discharge-stop/flow operating part 22 displaceable in parallel and rotatable by the user's operation; a main valve element 34 displaced in parallel by the operation of discharge-stop/flow operating part to change the water stop state and discharge state; a valve seat 30b on which the main valve element is seated; a flow regulating member 36 abutting on the main valve element in the discharge state to regulate a space between the main valve element and the valve seat; a flow regulating member moving mechanism 26 for moving the flow regulating member by the rotating operation of the discharge-stop/flow operating part; and rotation limiting means 26f, 26g, 32f for limiting a rotatable range of the discharge-stop/flow operating part to a predetermined range.
