A compound represented by the formula (I'): (I') [wherein ring A represents an optionally substituted aromatic ring; ring B represents an optionally substituted, 5-membered nitrogenous aromatic heterocycle; ring C represents an optionally substituted nitrogenous aromatic heterocycle; X' represents optionally substituted C1-4 alkylene; and Y' represents optionally substituted imino, -O-, or -S(O)n- (wherein n is 0, 1, or 2)]; and a GRK inhibitor containing the compound, a salt thereof, or a prodrug of either. The compound is useful for the prevention or treatment of heart failure, etc.
