The device has a flag guide (1) that is drawn out of a housing (2) above an air or water stream (10) and kept standing almost vertical from the stream. Nozzles are provided on both sides of the guide. The nozzles are inclined at the guide and pointed towards a rolling out direction at an angle from 5 to 45 degrees, preferably 10 to 15 degrees. A motor (8) or a spiral spring is provided as a retrieving device for retracting the guide.
