PROBLEM TO BE SOLVED: To provide an air-conditioning system for a plant building assuring high reliability and allowing a proper temperature control at all times. SOLUTION: The utility house 100 of a power plant is of three-story construction consisting of the floor A, floor B, and floor C and is furnished with a space H in the attic, and vent holes 1-6 equipped with electrically driven dampers are installed at the floors A, B, C, and in the space H, air handling units 18 and 19 for heating and an exhaust fan 22 are installed. In the summer operation mode, the vent holes 1-6 are opened while the air handling units 18 and 19 are stopped, and the exhaust fan 22 is stopped operating in accordance with the room temperature so that the room temperature is maintained through the forced draft and natural ventilation. In the winter operation mode, the vent holes 1-6 are closed and the air handling units 18 and 19 are operated for making the heating so that the room temperature can be maintained.
