PROBLEM TO BE SOLVED: To reflect the receiving performance of a portable terminal device in a charging amount. SOLUTION: An acquisition part 301 acquires the receiving performance information and the transmission data amount information of the portable terminal device stored in a base station device. A reference table storage part 302 stores a reference table in which the receiving performance of the portable terminal device and the charging amount are related to each other. A charge determining part 303 determines communication charges on the basis of the receiving performance information and the transmission data amount of the portable terminal device acquired by the acquisition part 301 and the reference table held by the reference table storage part 302.
