PROBLEM TO BE SOLVED: To provide a large number of heat-insulated paper containers with an attractive appearance at low cost which are suitable for use as encasing containers of hot liquid and cooled liquid and are excellent in suitability for printing. SOLUTION: In manufacturing the heat-insulated paper container 1 with its outer circumferential surface being covered with an exterior decorative label 2, heat insulating spaces 4 are formed between the inside face of the exterior decorative label 2 and the outer circumferential surface of the paper container 1, by protruding by fusion-bonding, on the outer surface of the paper container 1, a bar of or a plurality of upper and lower heat fusion-bonding protruding bars 3 oriented toward the circumferential direction in an annular or spiral shape, and by winding and welding the exterior decorative label 2 on the outer surface of the respective protruding bars 3.
