There is provided a base station capable of enabling application of HSDPA to a radio bearer on RLC-TM such as a circuit switching call and using a radio capacity to the fullest extent. A call control unit (23) performs termination of a control signal such as NBAP and ALCAP with a base station control device and performs control of a scheduling unit (24), a concealment function unit (21), and a radio modulation unit (22). The scheduling unit (24) performs time-division scheduling in the downlink user data transfer. The concealment function unit (21) performs concealment for the data scheduled by the scheduling unit (24) according to concealment control information from the call control unit (23) and transmits it to the radio modulation unit (22). The radio modulation unit (22) performs radio modulation and transmits data to a mobile device.
