<p><P>PROBLEM TO BE SOLVED: To efficiently detect a battery state, by adjusting the timing of power generation by an alternator and detection of the battery state, by accurately and easily detecting a state of a lead-acid battery in traveling. <P>SOLUTION: While controlling charging voltage of the alternator 1 by a microcomputer 17, charge-discharge is performed to the lead-acid battery 5. A state of the lead-acid battery 5 is detected on the basis of an electric current value of the charge-discharge of the lead-acid battery 5 and a variation in terminal voltage of the lead-acid battery 5 before and after starting its charge-discharge in response to its timing.
