PROBLEM TO BE SOLVED: To provide an electromagnetic steel sheet with an insulation coating wherein the corrosive resistance, powdering resistance, and adhesive resistance of its product plate (the electromagnetic steel sheet before an annealing for removing distortions) are favorable. SOLUTION: In electromagnetic steel sheets with an insulation coating having as its main components one or more kinds of inorganic matters selected from the group comprising Si compounds, Al compounds, and P compounds, the electromagnetic steel sheet with a chrome-free insulation coating excels in its corrosive resistance, powdering resistance, and adhesive resistance, and is such one that its insulating coating contains Zr compounds of 10-90 pts. mass in terms of the total inorganic matters of 100 pts. mass wherein the Zr compounds are calculated in terms of ZrO<SB>2</SB>and the inorganic matters are calculated respectively in terms of SiO<SB>2</SB>, Al<SB>2</SB>O<SB>3</SB>, and PO<SB>4</SB>.
