PROBLEM TO BE SOLVED: To provide an elastic paving material suppressing the detachment of a binder and a hard aggregate from the surface of an elastic aggregate even if being exposed outdoors over a long period of time and maintaining a high sliding friction coefficient for a long period of time with little lowering of the sliding friction coefficient of the elastic paving material in a wet state. SOLUTION: This elastic paving material is formed using the following (A)-(D): (A) the elastic aggregate, (B) the hard aggregate, (C) the urethane-based binder containing a structure part derived from a hydroxyl group both end diene-based polymer, wherein the content of the structure part is set within a range of 30-70 wt% of the whole binder, and (D) carbon black.
