PROBLEM TO BE SOLVED: To provide a target detector capable of detecting a target of every kind in a reduced measuring error simply, rapidly and efficiently with extremely high-sensitivity without using an expensive measuring instrument, and a target detecting method. SOLUTION: This target detecting base material has at least target interacting layer characterized in that the interference of irradiating light is emitted as interference light and the wavelength of the interference light can be changed after the interaction with a target and capable of interacting with the target. The target detecting base material comes into contact with a liquid material after the interaction with the target and the thickness of the target acting layer of the target detecting base material before the contact with the target is larger than that before the contact with the liquid material. The target detector has a light irradiation means, a light interfering means and a wavelength change detecting means and the light interfering means includes the target detecting base material and the target interacting layer in the target detecting base material can be allowed to interact with the target.
