<P>PROBLEM TO BE SOLVED: To securely prevent staying toner from falling by decreasing inner pressure in a powder discharging section when a transport blade is not driven. <P>SOLUTION: The powder discharging apparatus includes: the cylindrical powder discharging section 23 having a toner falling opening22 made in the upper part of a side and also a powder discharging opening 35 made in the lower part of another side; and a transport screw 30 which is disposed in the powder discharging section 23 and has a rotary shaft 31 and the spiral transport blade 32 fixed to the rotary shaft 31. The transport blade 32 is divided into a first transport blade 32a and a second transport blade 32b.
