<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus and system for restricting reading of an original image according to information by reading the information written in an IC chip when scanning an original copy with the incorporated IC chip, and judging who is permitted to replicate and read the document based on the information. <P>SOLUTION: The apparatus has a scanner part 11 and a printer part 12. The scanner incorporates the replication information reading means 25 of an IC chip. A main control part 20 is provided with: an importance level judging means 21 of the original image, a user authentication means 22 and a replication propriety judgment means 23. When replication is requested from a user, the replication information written in the IC chip embedded to the paper of the original copy, that is replication information about whether replication is permitted, is read to judge whether printing of the document is permitted to the user.
